How can you create a mini sports game on the computer?

How can you create a mini sports game on the computer? I like this sport called Netball. Similar to Basketball. Is their a site where I can create like a mini version of a game, and create like a few teams. I don't necessarily have to play, but it could just be like a simulation one.
